single low-9 quotation mark

Hello.

I found something strange in the SGML entities list.

<!ENTITY sbquo   CDATA "&#8218;" -- single low-9 quotation mark, U+201A
NEW -->

Consider the names of all other quotation marks:

laquo
raquo

lsquo
rsquo

ldquo
rdquo

bdquo

lsaquo
rsaquo

Shouldn't sbquo be bsquo instead?
